Why won't the guards in Fable 3 attack me?

I'm already the Queen of Albion. I missed out on getting the achievement for getting a 15000 bounty on my head during the storyline, but now when i go to a town and start massacring people, the guards don't attack, and there is no fine adding up in the corner of the screen. How do I get the achievement if they won't attack?
